Both have huge followings and memes about not coming out. If they announced half life 3 would it be more anticipated than GTA 6, and would it sell more copies?

I've watched a lot of videos but haven't found the answer. I know about permadeath and that Hawks isn't allowed to die. But the others are fair game.
But what does that mean for story/cutscenes? Are they just not in them? Are they only around as people to speak to in the den? Does the cut scene replace them with a generic character?

Any info would be appreciated!

What I mean by this is for credit generation. They give 15% of total other droids, but adding more and more iconics would dilute that, right?
Is there a minimum they will still earn if say, we had a base FULL of iconics?
