Why do commuters SLAM on their brakes the minute a raindrop hits their windshield?

I've witnessed this spectacle in real time and it's insane. Traffic gets so bad when it rains because people SLAM their brakes before the roads even get wet, then drive 45mph like their AWD off-road tires are destined to hydroplane on any mildly slick surface. It drives me absolutely nuts.

The same people are then seen speeding across snow and ice like they're immune to slick surfaces.
