Safe/affordable neighborhoods?

Hey all,
I’m a former history teacher looking to move into the field of teaching English as a second language, and Montevideo seems like the kind of laid-back city I’m looking for. I’ve been living in NYC for the past three years and I’m ready for a slower pace of life. What are some of the calmer, more affordable neighborhoods in the city? I don’t need to live in an upscale or trendy neighborhood, just somewhere that’s quiet, has good food and reliable access to public transportation. Open to any suggestions.
