Is it time to start the cut?

I am currently 5,7 weighing around 190ish. Been working out consistently 2-4 times a week. From the looks of my body that muscular doesn’t really seem and I don’t want to cut if I’m leaving room out for muscle and I wouldn’t consider myself that strong yet idk
here some of my lifts top set:
- Plate loaded Shoulder Press
~200lb 8 reps

- Incline Smith Bench Press
205lb (counting the bar as 45) 5 reps

Incline Dumb Bells Bench Press
160lb (80 pound dumb bells) 7 reps

-Lat Pull Down
170lb 8 reps

- T Bar Row
105lb 5

Single Arm Preacher Curl
40lb 7

Single Arm Tricep Extension
90lb 8 (might be cap tho depending on my machine)
