So I’m 21 yr old from the Caribbean. I used to watch this cartoon when I was way younger let’s say when I was 8-12 so like 2013 or so. It was a French cartoon or maybe Spanish? I’m not sure but it wasn’t in English or it could’ve been gibberish they spoke!. The main character was a black figure I think he had locs or wore a Rasta hat. And lived in an apartment building. He had a crush on this woman and I believe she had a dog that she walks in a park( a small dog) and a lot of the show was him trying to pursue her. I think he had a best friend as well but I’m not certain.
