Nit Rourkela chemical or civil / Nit patna ece or cse / nit jamshedpur EE or Mechanical

I have heard a lot about the campus life of nit Rourkela that it has very vibrant college life . And I am very interested in joining it ,also I don't feel any interest in coding or tech side so will it be nice to consider nit Rourkela for government exam preparation while maintaining decent cgpa for backup plan .will there be opportunity for girls in chemical or civil?
