Is this a gel/liquid or solid? I thought it was gel but google is iffy on it. I really don’t want to have to try to make it fit in my quart size bag if not needed.

I have this bag that I’m wanting to use for carry on. Its measurements are 22”x 12.5”x 10.75” will this be okay? It’s a little under an inch over since it’s supposed to be 24”x 16” x 10”.
