Which tier 5 ship for doubloons should I get?

So I got a coupon with 70% for premium ships which cost doubloons. I wanna get a Tier 5 cruiser, how ever I am open to other ship classes, important is that it is tier 5. Any suggestions?

Where are my panamerican cruisers?

So I recently returned to Legends due to the Panamerican cruisers and M. von Richthofen, but I cannot find them in my Harbour Not in the Research tree. Any idea where I can access them?
