It seems like ATT is actively throttling my downloads on Steam. I tried to download games at different times throughout the day no matter the day I only get speeds of roughly 30Mbps. I tried changing steam servers and still the same issue.

As soon as I turn on VPN the speeds jumps to 1.2Gbps. I tried this on different computers in my home and its the same results. Anyone else experience this? If this is the case, I might switch ISPs
