2002 lexus es300. This car has some crazy things going on one of them is this loose cable. Does anyone know what is this for?

2002 lexus es300 was making noises so I decided to change the serpentine belt as I was working on it I checked this pulley which I believe is the ac compressor and it it is supper wobbly I am wondering if there is a way I can fix this.

There is a pipe with a crack but I don’t know the name for it what this other pipe that has a bolt at the end which I guess is not doing anything this is just crazy. This a 2002 lexus es300 btw.

It is making weird noises and this pulley stops and starts again which turn the fans on. This is a 2002 lexus es300.
