What the effect where it’s kinda like motion blur but it also traces and smudges/smears the footage and it looks really cool and trippy. I can’t find it anywhere and I can’t find any examples online anywhere too.

It’s not normal motion blur it’s something else.

I can use Premiere Pro and After Effects
