How common is illiteracy in the UK?

I'm a former substitute teacher in California and I taught in middle schools and high schools where some students couldn't read above a sixth-grade (Year 7?) sentence and quite a few who are completely illiterate. 21% of Americans adults are illiterate according to the University of Alabama (https://risingtide.ua.edu/education/statewide-ua-literacy-center/) much of the reasons being systemic. Is there a similar crisis across the pond?

Is anyone else having a difficult time getting hired right now?

I got my certification last month to be a peer support specialist and I applied to over 30 jobs and interviewed with 7 of them since then. I still haven't received any offers. I'm in Southern California and I'm enrolled with a program that paid for my exam and is actively helping me with job placement. Are the recent economic woes also affecting the peer support field?
