If you are not Bohemia or Austria, and you don't get the title of HRE before the vote to enact dynastic preference is passed, then you may aswell give up any HRE run. The tuning they have done with enforce landfriede is so straight up bonkers you can tell no one play tested it. No way to refuse, doesn't matter if you ally the emperor, no way to causus beli the emperor for doing it, there's no time restriction on how early the action can be taken, emperor will enforce it day one of any internal HRE war. If you picked a OPM in the hre have fun having only that land until the game ends, very fun and well designed mechanic paradox keep it up!! 👍🏼

Edit: because this post actually got traction I'll give my 2 cents on what I'd do to fix it.

1. Give the aggressor country the option to refuse the HRE demand. If they do refuse much like how you have the ability to interfere with rival wars the HRE should get the option to then be able to interfere.
2. If you're really so set on wanting to give no agency to the HRE demands make it the very or second to last diet reform in the landfriede category. This way you at least prevent this from happening in 1400 and it's a later game mechanic. This shouldn't be difficult you made FIVE landfriede reforms and chose to make it ridiculously overbearing at level one.
