Cant get minibike to go above 40mph?

Hi all, I have been trying to figure out some problems to get my bike to go above 40mph and found this reddit page, hopefully someone can help me out. Before I go into my issue, here is my bike build so far;
Coleman ct200u with a 196cc, stock internals. Vm22 clone carb and header pipe with a muffler. Governor bypassed with different throttle. stock tire size (19 inch). Amazon torque converter. Currently running a 10 tooth and 60 tooth sprocket.

As the title says im having a hard time getting my bike to go any faster than about 40mph. I originally had a 40 tooth sprocket on and went the same speed. I changed to the 60t sprocket because my belt wouldn't extend out all the way so I knew my gear ratio was too much. What confuses me is with the 40t sprocket, my peak rpms where 5300. with the 60t, its 4000. I dont get why it wont go over 4000 despite it doing so with the smaller sprocket. It's also noteworthy that acceleration is just about the same. the 60 tooth *maybe* has a bit more acceleration than the 40, not too sure on that though.

The only thing I can think of could be my carb needs better tuning. This is my first bike that I have messed with so im learning how to tune properly. I think I can go bigger with my main jet because I went from a 125 to a 130, and gained 40-70 rpm. What else could I do? I'd like to be able to do 50mph.
