is this normal? I have had my dog for a couple months, he’s 2 years old. I don’t know if this is something that needs to be checked or normal, he has so much fur everywhere but not behind the ear? I am not very familiar with the breed itself (rough collies) as i’m taking care of this dog for a friend i do know they have sensitive tummys but i just want to make sure he’s fine

i took him to the vet a month ago for constantly scratching which he has been doing since i got him and prior to me having him and they said he was fine
