I’m joining for the college perks. Is it 100% tuition paid for? Also, do I only have to go to an in state school to get tuition paid for or am I allowed to go out of state?

So I went to basic last year August ended getting really sick and was sent back home in the middle of my cycle. I was told I would be going on a “Refrad”. I came back home, went back to meps, got cleared again and now my recruiter says he’s “waiting on a ship date”. It’s been 2 months he’s been waiting though and when I try to get in contact with him I get one word answers or I get left on read. Should I just quit? Who should I get in contact with to try and get a date? Or should I wait it out?
