Samsung washer drum: plastic ring around bearing housing came loose, how do I reattach it?

I'm replacing the drum bearings and seal on my Samsung front loader (WD10T634DBH).

While apart, I found a plastic ring around the bearing housing that has come loose. It wasn't glued directly to the metal, it clips onto the plastic, and there was a thin layer of plastic all around it that had lifted (it was a full piece with the plastic housing.

A few questions:

  1. What is this ring and what's its function?
  2. How was it originally bonded? The old sealant was rigid, almost like fused plastic, not flexible like silicone and was super thin layer.
  3. Can I reattach it myself, and what product should I use?
