Why no roses and other flowers?

Two things happened almost simultaneously and they were a) the heatwaves and b) builders put up scaffolding and have been doing the roof plus drilling out the old brick insulation of the flat block i live in and so….
Well all my plants got a covering of insulation and brick dust, roses, lavender and various others, despite me keeping up with watering and them beginning to look like they were going to, they have not really flowered at all this year.
My question is twofold :

  1. Is it the dust and heat, or just one that’s affected them, have your plants flowered?
  2. shall i give in at this point and cut them back and just think of next year.
  3. No I’m def not a gardener as you can tell but i did water, feed and spray dust off as i could. At this point i’m just wasting water i think?
