State Construction Penalty Turmoil

Does anyone else also believes the penalties from turmoil are too harsh? As it goes right now 100% turmoil gives -75% state construction efficiency aside from other maluses. What ends up happening in-game is that you conquer a state from another culture and since they are discriminated and recently conquered it quickly reaches max turmoil and radicals, inviabilizing any way of quickly constructing on the state to extract their resources and increase the local SOL. After that you will also have to deal with revolts every few years incessantly.

This feels exceptionally harsh since the biggest way to reduce penalty from turmoil (law enforcement) requires the state to be incorporated. As the state is from another culture, it takes a long time to incorporate it and many revolts will happen meanwhile, resetting the countdown. So as of right now there is really no reason to have a unincorporated state from another culture, since you don't collect their taxes, can't construct anything and will have to deal with incessant revolts. Then the meta becomes to vassalize everyone with their local cultures or get multiculturalism which i personally find very unfun for a 19th century game.

What do you guys think? If anyone has an advice on how to deal with turmoil (except violent suppression decree) would be of help too
