No main breaker in panel

Hi everyone. Recently an electrician replaced one of our panels. I am about to install to more 20amp breaker for some coolers and I realized that the new panel does not have a main breaker to shut off power to the panel. Does the box with the red arrow pointing to it contain a shut off switch? Or is there another way to safely disconnect to add two more breakers? Thanks so much for any advice.

I have a 2014 Jetta 1.8 with intermittent turbo issues. I’ve recently found code P02990 for turbo underboost. It occasionally happens when accelerating up a long incline and triggers the EPC light. This doesn’t put me in limp mode, but it shuts down the turbo. It primarily happens when the ac is on. I’ve checked the waste gate, and there’s no play. I’ve also activated it and watched it move, no play.. 90% of the time this isn’t an issue, but I recently used an Autel VCDS reader and have come up with the following readings in the pics here. Anyone have any advice, or see anything out of wack? Thanks in advance!
