There was this book series geared towards Middle School Age kids that featured a small town where odd things liked to happen. In one novel, a Circus came with people who had supernatural powers, including a man who got strong when touching the earth. The conflict came from a boy with the circus who could "barely" summon rain clouds that was trying to get away from the Ring Leader. It included illustrations at the start of every chapter. Does anyone have any inkling?
