Phd in aboard

Hey everyone,

I'm an Indian student completing my MTech in AI/ML from a Tier 3 college in April 2027, currently at 8.5 CGPA. My BTech was also in AI/ML with 6.87 CGPA. No publications yet but planning to publish before applying.

I'm interested in pursuing a fully funded PhD in Computer Science (AI/ML focus) in Europe and had a few questions:

  1. How do my chances look with this profile for countries like Norway, Finland, Austria, Germany, Netherlands, Sweden or Denmark?

  2. Which country/university would be most accessible for someone from a Tier 3 Indian college?

  3. Does the Tier 3 college tag hurt significantly when cold-emailing professors?

  4. How important is having a publication before applying — and is it realistic to get one published by late 2026?

  5. Any tips on finding funded PhD positions and approaching supervisors in these countries?

My goal is a fully funded position (stipend + no tuition). I'm open to any European country with good AI/ML research.

Would really appreciate advice from anyone who has gone through this process or is familiar with European PhD admissions. Thanks!
