I have always considered it to be the handshake of the halo community.

Its like saying:

"I see you", or "I want to rage bait you", either way to drives a stronger connection whether its negative or positive. It also heavily depends on how the receiver of the tea bag handles it though, if they laugh it off, it was a positive experience overall.
