As title says, how can I explain why one campaign has a suspiciously low CPM compared to the account average?

No major differences in campaign setup (purchase optimization, similar creatives etc)

How to explain why Meta continues to spend on a TROAS campaign that has been below it's target for a month?

I have 3 ad sets and all of them are at 2.0 while the target is 2.5.
