Should I invest in VWRA or DBS for maximum returns in the next 5 years?

26F, have 100k to invest lump sum right now. I was wondering if I should invest it in VWRA or DBS? Both seem to be at ATHs right now

If I go the VWRA route, I have to convert my 100k to USD and have some fx risk

My preference is for DBS since most people in Singapore are wealthy - the recent coe is around 123k for CAT A cars

Would appreciate any thoughts, thanks!

Edit: for DBS, I meant wealth management fees increase, if that makes sense

Gas prices at the pump are at an all time high, should fuel levies be temporarily suspended to ease petrol prices in Singapore?
