How Should i Create Factions for an Urban Fantasy Setting?

(THIS IS NOT SUPPOSED TO BE A "WRITE FOR ME" POST, THIS IS JUST ASKING FOR TIPS AND HELP)
My setting is mostly the real world, but some people can read the methods to learn psychic and elemental powers through a website that no one can take down for some reason. It also has a Masquerade made of pure skepticism from the masses (it's more consistent than this sounds, trust me).

For now the Setting's Factions are:

-A doomsday cult who is REALLY into predestination.
-CIA but more incompetent and less efficient though just as violent. They hate Psychics.

I can't even think of a good non-evil faction. I wanted to try something that is a bit more grounded than most (no hypertechnology or something. Also there's very few monsters in this setting, and they aren't supposed to be the focus). If you were to make an Urban Fantasy Setting with a Masquerade (like World of Darkness and Dresden Files), how should i make factions? I'm struggling to make them varied and unique.

Should i use Yanfly's ATB Plugin, even if it's been discontinued?

I have an idea of an insanely cool battle system, but i can only do it with CTB. Buying MZ is pratically not an option because then i would have to buy a whole fuckton of plugins to compensate what i have in MV and i don't think i can afford it, and if i can, it's not worth it at all.

However, the Plugin has been discontinued from Yanfly's other plugins because of how incompatible it is with the rest of MV and stuff (they gave a bigger and better explanation, go read it). And because of that i might be extremely limited in the long run, because i do want to make the combat very complex and i will possibly need a lot more features that engage with it, AKA more plugins.

I don't want to potentially dig my own grave so i want to know how worth it is, what things it is NOT compatible, what things are and problems that people who actually used the plugin faced.
