Old Norcold Fridge making noise but not cooling

So I have plugged it in, this is a 1992 Winnie, currently I have no propane, so I’m just testing it on electric. Making noises are warm., but no cooling after 24 hours. would it need ammonia?

What are these loops for on rear hatch window?

There is one on either side. I’m just trying to figure out how to cover the windows while camping in it and I saw these.
