I can't understand why my splitter isn't distributing the service fairly.

I did the exact same thing on all 4 sides — the exact same coal input, no water issues. 3 sides work perfectly, but one doesn't. This splitter refuses to output 120 on each side, and I'm 100% sure I'm bringing 240 coal/min to it. I've double-checked my conveyors along the entire path hundreds of times, everything looks correct, but it still doesn't work. Please help!
