Anybody know the story behind what the city has been building in the center median on Highway 97 near Cooper. The infrastructure looks like overkill for the 3 trees they have planted in it. I'm assuming it must have another purpose.

Looking for a recommendation for a Financial Planner/Help in Kelowna.

Hoping for someone not affiliated with a bank, as would like some neutrality with options and advice. Also be happy to deal with a smaller portfolio, as current investments are tied up in real estate and company pension plan.
