Seller wants to claim logistic issue?

A seller contacted me on WhatsApp, after I wanted a refund on Aliexpress for a top I ordered. The item arrived, it just didn’t meet my expectations so I wanted to return it. Now he wrote me on WhatsApp and ordered me to put it as a “logistic issue” to claim a full refund. Is this legal? Is the refund from the seller or would the carrier cover this?
