While I was on my way back home from work, I sat on a seat at the rear car. Until I suddenly heard a man playing a little loud music on his phone with his toddler daughter. Did he somehow breach that rule that phone volume must be down?

I felt a bit distracted whlile looking at social media pages quietly. No other passengers could hear them playing
