My chances for abroad with low % ??

I am a graduate with 69.4% in my BCE civil from private campus of IOE. I have 3 conference posters and i am working on two research papers right now, one of them is my final year project extension. But i am co-author in both.

So, chat and all seniors brothers based on your experiences, can you please suggest me should i apply to usa for masters?? Since my percentage is very low, what are my chances? What do the unis prioritize on one's CV?

How much is the costs attached in the whole application process including ielts, gre, unis and all?? Can i take a gap in between 3-4 years to apply? To how much extent the gap years matters tbh?

If not usa, in which nations(or Europe or east asia) are good for masters in structure?? What and where is the trend of our faculty graduates going to other nations than usa??

My priority is masters in structure and i want to keep a gap for doing phd in the future but not immediately right now. So if not abroad for now will it be a good decision to do masters in structure here in nepal or should i first work,get experience in structure field for some 2-3 years, then apply abroad?

I am really trying to take some practical advice since i am a lower middle class guy and there are costs attached in application process so i have to calculate before applying. I can't afford to make spending without any clear picture.
