Mass Shooting Response, limitations.

With all the mass shooting incidents na nangyayare nowadays sa mga schools; I just want to ask some questions, as it seems na hindi pa to nangyayare here sa Pilipinas:

a. If a student, eh armed, and walking around the school, and a teacher/security/adult personnel pinned him down, before sya maging aggressive, liable ba sa batas yung nag pin down sa kanya?

b. If in the middle of school shooting, an adult school personnel accidentally killed the shooter, as act of defending the other students, liable ba sya sa batas?

c. Same as b, but lighter, but resulting to injury or permanent disability?

Also, sorry if may makakabasa na possible matrigger.

Background: As part ng security team sa school, we were told na need lang daw namin sila kausapin / pakiusapan, but lethal or even non-lethal force eh not allowed.. Like? How? So sitting ducks lang lahat sa school shooting? I'm curious sa actual law related sa ganong sitwasyon.

Stubborn debris in D3400 and D5200

I’m dealing with some incredibly stubborn spots on both of my cameras (a Nikon D3400 and a D5200). The spots appear in the exact same spot on every photo, so I am certain there is debris on the sensors.

The spots become faint and blurry at wider apertures (e.g., $f/5.6$ and below), but they become incredibly sharp and distinct at narrower apertures (higher f-numbers like $f/16$ or $f/22$).What should I do next? Is it possible this is welded dust, or could it be under the sensor glass? Any advice would be greatly appreciated!

Here is what I have tried so far:

  1. Giottos Rocket Blower: I tried using a blower to dislodge the dust, but the spots didn't move.

  1. Wet Sensor Cleaning: I used K&F Concept wet sensor swabs. Despite numerous careful attempts, the spots are still there.
