Nearby cat looks in bad shape

20M from england, good access to vets although this isn’t our cat so wasn’t sure what we were allowed to do. Just wanting to help it if possible.

I see this cat almost every morning as it lives nearby and it seems like it is in pain and getting worse with the way it walks and acts e.g. you can crouch down next to it to try to interact, and from less than a ft away it’ll just walk past slowly as if it didn’t even see you, even though it used to be very friendly. It is also permanently wet now at the back end as you can see from the video which to me seems worrying but i am not sure why as i am no expert.

The owners have had lots of cats but don’t seem to ever take good care of them, have called the rspca before but they didn’t do anything/ the owner just denies it is theirs.

Sorry if this is scatty or not well explained, but would love advice on what’s going on and if it is necessary and what we can legally do.
