Could a blessed mortal be on par with marines in prestige and power? Would it be lore breaking to have a mortal leading marines if they are givin enough power from the gods?

Im making my own chaos cult and am wondering if I can have some lore where a mortal champion can be on par with some warbands, but im not sure if that is lore breaking or not.

I know in fantasy humans can get all sorts of blessings to be as powerful as marines but idk if that happens at all in 40k.

Could an empire of humans who worship chaos be on the same level as CSM warbands? Are there any examples outside of the Blood Pact?

Says what I mean on the tin. Was wanting to make a chaos empire of mortal cultists and champions, and I know its at least partially possible because the Blood Pact exist, but how powerful do these empires get and could they contend with the likes of say, the Night Lords or the Alpha Legion?
