Cop's in Pve
I swap constantly between pve and pvp and i noticed in pve enemy factions can spawn at my nearby outposts without it belonging to them but i cannot do the same without capping first. Im assuming theres like a hidden multiple ownership of cop that i cant see for pve. Was curious if anyone knew for sure
