Y’all does one roach mean infestation?

I’m not sure if this would be the right place to post this, so let me know.
Recently I came back home for the summer, and when I walked into the kitchen at night, I saw a big ass cockroach?? The big one only comes out every now and then, but I remember “if there’s one, there’s an infestation” (or something like that). My parent said there’s a busted pipe or something wrong underneath the kitchen sink (like the ‘floor’ of the kitchen cabinet sank inside itself, it’s getting fixed) that allows the roaches entry.
HOWEVER.
A smaller roach was just openly crawling around the kitchen (and I can’t stop thinking about the saying). So, I’m wondering if there’s an infestation or is it actually just the busted pipe thingy my parent said.
And, regardless of what, how can I kill them without actively touching them?
I’ll post a pic if necessary.
TLDR;
Is it possible that roaches can gain entryway through a sunken cabinet floor or is it an infestation?
