Why are companies making Return to office policy unnecessarily painful?

Our company now requires the RTO hours to fall strictly between 9 am and 7 pm. Earlier, people had some flexibility,some would come in at 8 am and leave by noon, while others would come around noon and leave later, around 8:30 pm. It actually helped everyone manage Bangalore traffic better.

Now that flexibility is gone, everyone is being pushed into the same peak-hour traffic. More time on the road, higher commuting costs, and more stress for what exactly?

If we’re meeting our RTO requirements and getting the work done, and collaborating well with teammates why make the timing rigid enough to make everyone’s commute worse?
