How do I fix this frame?

How can I fix this? Do I need to sand everything down and repaint? The coating over the wood is pretty thick. I'm afraid I would mess it up.

Should I just glue this piece back on? Then there are the scuffs in the bottom that I can't glue back. I want the proper way, but I don't know how.

Please help!
