Not sure how grading pennies works

According to the red book this has a decent price tag for ms60+

Do the scratches immediately negate MS when looking on microscope? Would this be an AU or fine? The 2026 redbook doesn’t really go into detail for penny grading.

How do i know if the clean penny I have is worth grading?

Also having trouble between proofs and circulated. Maybe because I haven’t seen a proof before

I recently bought a car from a used car dealership in New Jersey. I just got the title in the mail but it is the original title (one that I myself have to go to dmv to transfer to my name)

I was under the impression that the dealership was supposed to do it. Especially considering 6.25% (nj sales tax) was part of the total cost of the car (6k).

It feels kinda unfair that I would need to pay the 6.25% again to transfer the title. Am I missing something?
