What exactly is is my toilet soil connection made off and was it bodged?

I've removed my toilet ready to refit a new one. My soil connection seems to be either asbestos or a cement type of thing (it's not plastic and it's not metal). It has a plastic pipe that seems to be silliconed in and I've left that in for now. The plastic pipe was sandwiched in with what I believe is denso tape and then a final layer of some kind of brown sealant that was powdery when I was scraping it out.

I'm not sure if I should refit the new toilet following the previous method as I'm not sure if it's the done way or its bodged ? Any ideas how to proceed?
