Testing Megellin Device

I wanted to make sure I was getting the therapeutic dose from my red light therapy arch like device I bought from this company and so bought an led light meter to test it. I'm shocked at the results. Is it possible I'm testing it incorrectly? They claim 40mw/cm² but my tester is reading much lower. Should I be multiplying the results by the amount of bulbs? I'm lost.... or maybe in denial since I've had this thing for months.

The pics are a screenshot of the results with just red light on, then with the NIR option on, the app starting screen, my testing set up to get the meter in the position to about where my nose would be, the actual device and the tester I'm using. The 46mw/cm² reading was me walking onto my porch at about 10am
