Found in a thriftstore dresser

Purchased the dresser from Thriftwise Stafford Texas location. They weren't in the drawers, but stuck behind them I believe.

Advice on filling space above cabinets?

I just bought this house and have a dilemma with the kitchen. The ceilings are 10ft high and, as you can see in the photo, the cabinets look so awkward. There's about 35 inches open above the cabinets, and I'd like to add more cabinets/ladder rail. However, these cabinets are weird. Like, there's a lot of space between the drawers/doors.

Then there's the question of, do I match the new upper cabinets to the existing ones? Do I change the existing ones first? Do I consider just adding open shelving?

My style is vintage/victorian/wizard tower. My budget is...um...low as possible. I'm working on figuring flooring and colors and whatnot, but what to do with the cabinets and above the cabinets has pretty much stopped all progress.

Help/advice/ideas/reference photos would be appreciated!
