It appears that eBay is still currently experiencing widespread technical issues that are affecting checkouts and general site navigation. I myself unable to pay for won auctions and unable to login on my other devices and prompted with local_rate_limited, overflow and unable to perform request errors when dealing with checkout and logging in.
