I come from a very small company so I'll start off with this - most of our guidance comes from Flexport, agencies, news articles, and other depths of the internet on how to manage these refunds. We are the importer of record on ~85% of all imports we do.

We were advised to submit protests on the liquidated entries within the allowed time frame as well as protest liquidation on entries liquidating within the next 90 days.
7 entries failed submissed into CAPE due to being under protest. 2 liquidated already and 5 liquidating within the next 90 days. What do we do now while awaiting the protest? Are they just going to get kicked into "Phase 2" now that they are locked down and can't be submitted into CAPE?
