So this is in a neighborhood in Camarillo, CA. A family has a few rows of grapevine between their wall and the road. They have a relatively thinner wire attached to the cable the grapevine is on. The other end of the wire is stretched up to the power or phone line above the vines. They have the wire spiraling around the "power line" almost all the way back to the pole. Any ideas what this wire is meant to accomplish?
