Hello, my question might be an instance of not reading the card well but i'm not sure.

I'm thinking about the overload capacity, especially Blustersquall, that taps a creature i do not control, The overload cost replaces the word "target" with "each". So, if i cast it for its overload cost, can i tap creatures my opponents control with hexproof or shroud ?
