Girl finds out she was dead the entire movie

So this movie must be early 2000s. It’s not afterlife. That’s all google kept telling me. This is older than 2009.
I remember very few details but what I do remember is that it is a female main character who dies ( I want to say car accident ) but this could be wrong due to a scene where it shows a deserted street with fog everywhere and I believe she is walking down the road and through the fog sort of realizing what is going on.?
The movie is pretty much a story where she lives with a sister? A dad and maybe a step mom? Could be mom and step dad, but her and her family are living and having regular issues but soon she gets frustrated because they treat her different? Or they don’t speak directly to her? The twist in the end shows her finally realizing she has been dead the entire time and then it reveals to the viewers that some scenes we first saw through her eyes , we see through the eyes of the other characters or the truth… and every experience she remembered having, she wasn’t in any of their versions and they weren’t truly reacting to her and her conversations, which explains why she wasn’t frustrated with their actions throughout the movie. I saw this movie when I was 11 maybe so I may has some details wrong but the overall premise is correct and I hope is enough to help… the house seems to be like west coast vibe, maybe curving cliff mountain roads leading to their house.
