Does turning on 120Hz in game graphics option reduce the graphics quality, for example resolution, ray tracing, or other effects?

Edit: Probably yes. So, if the game has 3 graphics modes, they, combined with the 120Hz toggle, create 6 modes? How to compare them to determine the graphics quality in each combination?
