It's unfair that Charlie has to live in hell for something her parents did. And the same goes for other hellborns, but they are natural to hell and it's the only environment they would be content with. The girl, however is half-angel and it shows. Charlie's kind of out of place in hell, even if she's used to it & treats it as her home. She would also never belong in Heaven, even if by some miracle they accepted her. And this mixed origin is important story-wise - it's what allows her to be a mediator between two realms (plus it's a parallel between her & Alastor).
